PS reiterates importance of GF Sub-recipients review meetings

The Health Ministry Permanent Secretary Dr Diana Atwine has appreciated Global Fund Sub-Recipients for their contribution towards the execution of the Global Fund grants. Dr Atwine was speaking at the Global Fund Sub-Recipients Performance Review Meeting was held recently October at Fairway Hotel.  

“We’re looking forward to working with you in the next grant,” Dr Atwine said. She however reiterated the need to prioritize the Performance Review meetings given their vital contribution to ensuring the smooth running of the Global Fund grant. “This meeting must be part of your performance indicators and you will need to ensure the quality of implementation status update.” There’s no single activity that should overtake this this activity and therefore we should not fail to meet in 3 months. It is good to know the outcome and benefits that have been brought on board.” She also emphasized the issue of accountabilities and the need for the Sub Recipients to ensure that they fully account for the allocated resources.  

On his part, the Global Fund National facilitator, Dr. Damian Rutazaana thanked the Sub-Recipients for their overall contribution towards the implementation of the Global Fund grants. He reminded them to prepare and ensure that they have adequate capacities, particularly in regard to the availability of adequate staff for implementation of the next grant, including the signing of Memorandums of Understanding (MoUs) and implementation plans. 

At the same meeting, the Global Fund grants Manager, Francis sancho Katushabe presented the accountability status of the grants and urged the sub-recipients with pending accountabilities to ensure that they are cleared. He said that ineligible expenditures will be recovered from Sub recipients.  The Finance manager also shared the grant closure procedures under NFM 3 and the schedule for proposed support supervision visits.  About 7 out of the 9 recipients were present and able to make presentations that offered status updates of their performance.
