Gates Foundation financing to support PFM activities under Global Fund

The Gates Foundation has approved a new financing envelope under the current Global Fund Grant
cycle to support Public Financial Management (PFM) and payment digitization initiatives in Uganda. This
marks a significant milestone in efforts to improve health financing systems.
According to information from the Global Fund dated 22 nd September, the funding is to the tune of USD
800,000 and is meant to cover a duration of 30 months (July 2025 – 31 December 2027).
The primary objective of the financing is to support country-led PFM reforms, including digitalizing
national financial management systems, enhancing procurement processes, and strengthening internal
audit functions, to improve the effectiveness, transparency, and absorption of HIV, TB, and malaria
funding, drive sustainable HIV, TB, and malaria outcomes, and accelerate domestic co-financing
commitments.
The inception phase of the project will include technical planning and design of country-specific PFM
interventions; Stakeholder consultations to align priorities and implementation modalities; Operational
readiness assessments and coordination with country teams.
Provided by the Gates Foundation, the funds will be allocated as technical assistance, administered
directly by the Global Fund, and will serve to complement pre-planned Grant Cycle 7 (GC7) PFM
allocations. This blended approach aims to achieve targeted PFM milestones more rapidly and
comprehensively by accelerating digital transformation, reinforcing institutional capacity, and
strengthening governance to enhance the effectiveness, transparency, and sustainability of HIV,
Tuberculosis, and malaria financing.
